The Washington Health Benefit Exchange staff presented a $53 million budget proposal to its board on Thursday.
The budget proposal was released after board members raised concerns at the last exchange board meeting, along with incoming chairman Ron Sims, about the lack of transparency in how the exchange would be paid for in 2015.
